Step 2.
Here I've reduced the opacity of what I call the "Pencils" layer to about 22% using the slider in the Layers pallet, created a new layer called "Pencils 2", and I've begun to draw over the top. Spoiler's face has been developed a bit. I haven't really thought about what it is she's sitting on - a roof top of some sort - but I had the idea that the lower half of her left leg would be pushed forward by a ledge. I wanted her to be made up of diagonals more to counter the verticals of the building and the city behind.
At this stage I have two windows of this image open on the desktop at the same time. (Go View> New View). One on the left at 100% of pixel-per-pixel size which just shows me the small detail of the drawing that I'm working on blown up very large (a blessing now that my eyesight isn't as good), and another on the top right of the screen very much smaller at 12.5% showing the whole page. The latter is useful to make sure I know where I am at any one time and to show me that the line I'm drawing is the right weight for the whole image. This is particularly applicable when I'm inking. I can zoom in or zoom out of either window as I choose.
I saved these stages as I was going. That was a month ago so I'm having to remember exactly what was going on at the time. I appear here to have also created another layer called Construction and using the pen tool and, with one point anchored way off in the gray area to the left of the image, drawn a series of perspective lines. I'll cover this in detail later.
